While obviously a satirical account, Elon Musk could actually run the country with Trump as a cabinet member. There have been many foreign-born cabinet members in US history and, although they cannot serve as an acting president, they can absolutely be on the cabinet. [Link]

NNN- it is clearly implied that Chicago is the population center of Illinoi, which is the point of the meme. What the OP is saying is that the rest of the state isn't benefiting from Chicago's stranglehold over State politics. OP not misleading.
